The normal cyclical changes on earth are now heading towards its severe cold cycle. Please review last 2 years NASA Data, NOAA, and watch National Geographic Special. The great population explosion of the Polar bear and the penguins.  Most people consider the term "Climate Change" Something only the most gullible and ignorant would use.  Finally and really firstly The NYT is officially a fake news organization.  Persons only use them when they are trying to pull the wool over someone's eyes.   There seems to be a lot of talk and studies on flood mitigation. But zero action.  Please contact those already doing the projects without any government interference.
