I believe the 3rd question should have been, Does the government centralized over reaching cause  deceased attention to natural biological function that cause long periods of drought and a spiral down effect we call desertification. The solution to the designed water scarcity is quite simple. decentralize all water income, processing, use, recycling, reuse, and long term storage. Currently there is sufficient FRESH water for a population of 7.5 billion for a life time of 70 years. The calculated amount is 23,000 gallons per day. Rather hard to convince uneducated people there is a water shortage. If there is even one person in your group that wants fresh water for everyone he may contact me.

Hi Guy, echoing my sentiments, and have been at water conservation for 30 + years, still a hard sell. All governments only have a 5 year plan, and at best only a "Vote Catcher" plan. Even the knee jerking doesn't come close to real action. I believe that decentralization has a place, and it would encourage local ownership and responsibility. If the local community could reap the benefit and rewards they are sure to take some care and actions. I have yet to see any city planning project that has even considered water management within the plan at any stage.
