Hi Guy, echoing my sentiments, and have been at water conservation for 30 + years, still a hard sell. All governments only have a 5 year plan, and at best only a "Vote Catcher" plan. Even the knee jerking doesn't come close to real action. I believe that decentralization has a place, and it would encourage local ownership and responsibility. If the local community could reap the benefit and rewards they are sure to take some care and actions. I have yet to see any city planning project that has even considered water management within the plan at any stage. Talk about afterthoughts ??
